Prop. 39 would recoup $1 billion California lost in tax breaks

SACRAMENTO ? At the heart of Proposition 39 is a way to recoup $1 billion the state gave up in tax breaks for Silicon Valley companies and other big California corporations as part of a back-room deal.

But the measure isn't aimed at those businesses.

A late-night pact three years ago allowed firms to choose between two ways of computing their state income tax. Not surprisingly, they have opted for the lower result. Proposition 39 would eliminate that choice, taxing all businesses with a single formula and returning $1 billion to the state.

"This is a loophole that really shouldn't be there," Tom Steyer, a San Francisco Bay Area hedge fund manager who has bankrolled the campaign with nearly $22 million of his personal fortune, said at a talk in Sacramento last month.

The $1 billion, which would help balance the budget and pay for a new green-energy program, won't come from the businesses that won the tax advantage; those companies would keep the money. Under Proposition 39, out-of-state businesses that make such everyday products as cars, tissues and hair conditioner would pay more.

"These are not the companies that saw their tax bills plummet," said Dorothy Rothrock, vice president for government affairs at the California Manufacturers and Technology Assn., which opposes Proposition 39.

The state used to tax all business income using a combination of California property, workforce and sales. That meant firms based in California, with significant in-state property and employee rolls, paid more than corporations whose assets were elsewhere ? and thus leavened their tax bills.

In 2009, a group led by high-tech companies including Genentech, Cisco and Apple asked the Legislature for new rules that would tax sales alone, lowering their own liability and increasing that of companies based elsewhere. But lawmakers were scrambling toward a budget deal and, according to legislative staff and lobbyists, reluctant to raise levies on such businesses as General Motors, Kimberly-Clark and Procter & Gamble.

So they simply adopted the new rules in addition to the old formula and gave companies a choice.

The tech companies' move was part of a national lobbying effort to lower the taxes they pay. They have threatened to lay off workers in many states where they have operations unless a different income tax formula were adopted. Additionally, they have been pushing Congress for other more lenient tax rules.

A company's taxes are confidential. But the state released data showing that nearly a third of the 2009 tax break was shared by nine companies, which each received savings averaging $33.1 million. Joining Silicon Valley in lobbying for the change were some Hollywood studios with large California assets.

The campaign for Proposition 39, however, gives the impression in advertisements and news releases that out-of-state firms got the windfall. One release said non-California firms persuaded lawmakers in 2009 to give "tax breaks to companies who ship jobs out of state."

Economists differ on the fairness of taxing all businesses on sales alone. Some argue that it encourages companies to hire and expand in California, because a bigger workforce would no longer result in a bigger tax bill. Others say the method enables firms to avoid paying for the roads, universities and other state services they use and note that some tax-avoidance schemes, such as the shifting of income into shell companies, have followed.

Even some key supporters of Proposition 39 apparently doubt that locking in the 2009 tax breaks would help California's economy. Unions and tax experts now working with Steyer had campaigned for an earlier ballot measure to force all companies back to the old, three-factor tax. That measure failed in 2010 amid intense, well-funded opposition from the tech companies and studios that would not be affected by Proposition 39.

Under Proposition 39, $500 million raised by the measure would go to a new Clean Energy Job Creation Fund, paying for energy-efficiency retrofits in public buildings and providing loans for other efficiency projects. The remaining money would go to the state's general fund. After five years, all the money would go to the general fund.

Steyer's firm, Farallon Capital Management, has millions of dollars invested in alternative-energy projects. Steyer has said he would not benefit financially if Proposition 39 passes.

"I cannot think of a way this is going to help me," he said. "The only people who are going to make money out of this are the people who do construction, which I have no interest in, and the people who are going to be supplying the well-known technologies ? to retrofit these buildings, which I have no interest in."

Ford summons Genk unions, fuelling closure fears

BRUSSELS/PARIS: Ford called an emergency meeting with unions at its assembly plant in Genk, Belgium, amid mounting expectations that the US automaker is preparing to close the factory.

Ford summoned staff representatives to a meeting with European executives at 0700 GMT (0300 EDT) on Wednesday without providing an agenda, officials from three unions said on Monday.

"No one is allowed to tell us anything," said an official with the ABVV Metaal union. "We're assuming it will be a very serious announcement."

A Ford spokesman declined to comment on the meeting or its purpose. "We will not comment on discussions with our unions," he said.

The plant in Genk, eastern Belgium, employs 4,300 workers to assemble the Mondeo mid-size car and Galaxy and S-MAX minivans. All three models are approaching the end of their current life cycles.

Pressure for European plant closures has been growing as the region's protracted auto-market slump racks up ever deeper losses from idled sites. Ford doubled its European loss forecast to US$1 billion in July and said action was needed to "decrease our production to match real demand".

Ford is due to present third-quarter financial results to investors and reporters on Oct 30.

Unions in Genk had said last month they were more optimistic about the plant's future after Ford set a date to start production of the new Mondeo next October.

According to sources with knowledge of production plans, however, Ford is prepared to wind down the facility and build the Mondeo elsewhere. The tentative start date is not a reprieve for Genk, said the sources, who asked not to be identified because the plans were confidential.

Genk's closure, if confirmed, would be Belgium's second car factory decommissioning in two years, after General Motors scrapped its Antwerp site in 2010. It would leave the country with two assembly plants, Volvo's in Ghent and Volkswagen's Audi facility in Brussels.

The scale of Ford's European losses has fuelled speculation that it will join PSA Peugeot Citroen and Opel in announcing a major plant closure.

Paris-based Peugeot unveiled plans in July to cut 8,000 additional jobs and close a domestic plant in Aulnay, near the French capital. Opel is in talks with unions on a restructuring plan leading to the eventual closure of its factory in Bochum, Germany.

In a recent research note, New York-based UBS analyst Colin Langan predicted that Ford would move to close a major plant in Europe, where its factories are running at 52 percent of maximum output on average this year.

"Ford is most likely to close its assembly plant in Genk," Langan said, citing the factory's "consistently low utilisation level".

Shuttering the Belgian factory would cost an estimated US$1.1 billion euros and generate annual savings of US$730 million, Langan also said.

MLK Accident Involved Member of Mayor's Security Detail

A police officer was transported to the hospital with minor cuts and bruises after an accident during Tuesday morning's commute.

Police say the officer is a part of Mayor Michael Nutter's security detail.

The two-car accident happened on Martin Luther King Jr. Drive and Montgomery Drive around 7:45 a.m.

The officer was taken to Hahnemann Hospital where he is in stable condition.

A second person was also transported to the hospital with minor injuries. That person was in the second car involved in the accident, according to police.

The ramp from I-76 EB to Montgomery Drive and MLK Drive was closed for almost two hours.

Werewolves are not monsters from fairytales. Most lead normal lives. They can go to school, get a job, raise a family just like any other human. But there's a catch. If they don't shift frequently, they become ravenous when the full moon is out. The wolf in them comes out, more hungry and cruel then ever. ?
They wolf gene is passed down from parents- even if just one parent is a werewolf, their child will have the same fate as them. Wolves abandoning their pack and having a child with a human is very, very rare. They are usually born into a pack. Werewolves can tell if another person is a werewolf or human, even before their first change. They usually change for the first time when they are about thirteen. Packs often have scouts that find packless werewolves that don't know who they are, and befriend them so when their first change comes, they take them to the pack and they are adopted in.?

But werewolves can also be bitten. If a human is bitten by a werewolf, they will change immediately. The first change is very long and very painful, for Changlings and natural-born werewolves. It can take anywhere from four to ten hours. If another werewolf doesn't help them through their first change, they will likely die. When a werewolf bites a human and helps them through their first change, they are bound together. They can sense each others feelings, and speak to each other telepathically. Once a werewolf bites a human, they are completely responsible for the confused and overwhelmed Changling. They have a hard time controlling changing back and forth between human and wolf, and the world is now so bright it hurts their eyes, and every noise hurts their ears. Werewolves often take their Changling away from the rest of the pack until they have fully adjusted, which can take anywhere from weeks to months.?

If a human is to bear a werewolf child, it is almost guaranteed that she will not survive the pregnancy, and she definitely will not survive the birth of her child. Human skin and systems are simply too weak. This is mainly what discourages solves from having children with humans.?
There is one way for a wolf to possibly save their mate, though. If a human is bitten while they are pregnant, their chances of survival are higher. They do not shift until after their pup is born, but they still have the strength of a werewolf.?
There's a catch. It has to be the father of her child who bites her. Is another wolf bites her, there will be no difference. But if the father of her child bites her, her eyes will flash a very wolfish yellow, just for a moment and she will quickly go from weak and fragile looking to strong and healthy.

Meet the Pack

The Brighton Pack lives deep in a forest, with a large pack house. The alpha is in bad shape, after an attack from a rival pack. His own brother's pack. See, in this pack if there are two or three brothers, they fight to see who is the strongest. The winner becomes the alpha. The current alpha and his brother were never close- constantly fighting. Not brotherly scuffles, they were going for blood even we they were young.?
The current alpha won, and his brother stormed off. He bit humans, creating his own pack. He set out to have revenge on his brother.

After a particularly brutal attack, the alpha is very badly injured. He is not expected to recover. The alpha was the only one injured, but the entire pack is now very edgy and worried about what The rival pack might do next. Especially given the fact that some of the young pack members have gotten themselves involved with humans.

The wolves

They are twins. One of them will most likely be the next alpha. They are nothing like their father and his brother. They are very close, constantly teasing each other and play fighting with each other. If either one wins, the other will happily back down and support him. They are both 19.?

Pushover. Logan is a big softie. He has a hard time telling people no. He is very shy and kindhearted, yet protective of the ones he loves.

Awkward. At at party they got quite drunk. Both of the boys took a liking to Ella. What happened. . . They were too drunk too remember. Eleanor moved on, thinking nothing of it until she found out she was pregnant. The worst. . . She didn't know which one the father was. The pack took her in, and the Alpha female (the twins' mother) cared for her. She is due within a week and hasn't allowed either of the twins to bite her.

Annabel and Logan
Annabel had always had a soft spot for the human. ?When thought she saw him looking at another girl, jealousy overtook her. In the heat of the moment, she bit him and brought him back to the pack house. Slowly, Logan begins to grow to care for her. (when the rp starts he's just been bitten)

Nathaniel and Caroline
At the same party that his brothers found Eleanor, Nathaniel found Caroline. He got caught up in her beauty but instead of getting her pregnant, he bit her. He quickly realized what a mistake he had made- this complete stranger was completely his responsibility. And she was not going down quietly.?The Alpha Female helps her, aswell, but overall it is his responsibility.

But, of corse, the rival pack is not going to just let them have a happy ending. The more pain they can cause, the better.

Nigerian army arrests Boko Haram member at senator's home

MAIDUGURI, Nigeria (Reuters) - A senior member of the Islamist sect Boko Haram has been arrested at the home of a senator in the group's stronghold in northeastern Nigeria, the military said on Saturday, adding to evidence that the group has ties to government officials.

Boko Haram is fighting to create an Islamic state in Nigeria and its fighters have killed hundreds in bomb and gun attacks since launching an uprising in 2009.

Military spokesman Sagir Musa said the arrest was made on Thursday in the Boko Haram stronghold of Maiduguri.

"Shuaibu Mohammed Bama, who has been on the wanted list lists of terrorists ... was arrested by the task force troops in a serving senator's house," he said.

Musa did not say who the senator was. In January, President Goodluck Jonathan said Boko Haram had infiltrated all levels of government, without giving details.

At least 2,800 people have died in fighting since Boko Haram's rebellion began, Human Rights Watch (HRW) said. The sect has become the main security threat in Africa's top energy producer, and Western powers are worried about its growing links to more fiercely anti-Western jihadist groups in the region.

A recent crackdown by the military has brought a lull in the more coordinated and deadly attacks seen early this year but violence in remote areas of the predominantly Muslim north continues almost daily.

Gunmen killed a Chinese construction worker in Maiduguri on Friday, witnesses and an engineer with his firm told Reuters. In Potiskum on Saturday, a town in neighboring northeast Yobe state, gunmen stormed the home of a former customs officer and killed him and three others, witnesses said.

HRW has said that both Boko Haram and Nigerian security forces may have committed crimes against humanity during their conflict. The heavy-handed tactics of the army help feed support for Boko Haram, security experts say.

When Choosing a Career, make sure you are basing your decision on your own strengths, interests, goals, aspirations, skills and personal tastes and be aware of the tendency to be influenced by your siblings and their choices. Many people choose a career path because they are familiar with the field as a result of having family members working in that field. We all know people who chose to go into their profession or trade by what I call ?career default?. In the comedy film, My Cousin Vinny, Merisa Tomei (as Lisa) explains the history of mechanics in her family when the prosecutor asks her how she is so knowledgeable of cars:? My father was a mechanic. His father was a mechanic; my mother?s father was a mechanic. My three brothers are mechanics, four uncles on my father?s side are mechanics.?

Career default

While it?s true that one may become more knowledgeable about an area if it?s frequently discussed at home, there is no guarantee that having this exposure and being familiar with a profession makes it the right choice for your career. I could not find any studies that prove people are happier who have entered a field because they have family members in that area. In fact, there is more information available that may present the opposite view, identifying low self-esteem and regrets for entering a family business.

I have a close friend who went into Medicine strictly based on the fact that her father, brother and every other person their mother respected was a Doctor. My friend?s ?career default? choice is not as unusual as one would think. She, like many others who fell into their careers, often questions whether her life would have been easier or more fulfilling had she chosen a different area such as business for a profession. Sadly, she?ll never know the answer to this question as she settled into her life as a Physician and now in midlife it?s too late to start over. The investment she?s made both in time and money to pursuing an M.D. and to her residency and to raising a family makes it extremely difficult to reinvent herself now and explore other options. Her skills and training are highly specialized and would not transfer easily to the business world.

In another situation, I observed the youngest child in a large family settle for entering the family business as that?s all that was talked about during his formative years and that was the obvious and best choice for his other siblings who were not academically inclined. It so happens that the older siblings opted to join the family business because they had no other great options. They were not particularly successful students and they had neither burning interests nor connections that would lead them to another industry. The youngest, son who was my client, had both the social acumen and the academic ability to open doors for himself in many areas. Unfortunately, he developed some bad habits in school and lowered his academic performance to match that of his siblings? because he wasn?t encouraged to maximize his own potential and grow beyond his brothers and sisters.

Identify the problem and how you can fix it

Too often we settle for a career or pursue a field based on what was right for our siblings or our peers and not what?s right for ourselves because of either parental pressure or our own blocks that prevent us from seeing ourselves as individuals with both the opportunity, challenge and responsibility for finding our own unique calling. I suggest that if you find yourself in this trap of identifying too closely with your siblings and their strengths, skills or their limitations that you change your thinking now. Start thinking today about what makes you different from your siblings and how you can develop your strengths so you can find a suitable career and a path that meets your desires, interests, personal tastes and skills.

Many people identify with family members as we see ourselves most closely linked to them by name and by life experience. But, when it comes to choosing a career, each person in a family should recognize his own abilities and skills that may vary even if with identical twins. Whether you have a sibling who is a superstar or one who is learning disabled, never assume that you are limited or confined by your siblings? choices as their reasons for choosing a given career don?t necessarily apply to you when charting the course for your future.

We all have choices but often we don?t consider them as we fall into the more predictable and comfortable path of being what I call a ?career follower.? We look to our parents, siblings, aunts? uncles and possibly our neighbors and end our career search there. I almost went to law school because both my brothers and my fathers were lawyers and that was the profession I was most familiar with. The default career path for me as a lawyer would have led me to a path that would have made it difficult to stay home and raise my two children and impossible for me to fulfill my life dream to help others catapult their life dreams.

One can learn from my situation that what at the time was a disappointment (not having scores that would get me into Harvard, Yale or Stanford) ended up being a huge blessing! If I had followed the path of my siblings and my father of going to law school, I would have unknowingly forgone the opportunity to develop my marketing and other entrepreneurial skills that I gained by pursuing an MBA and working as a computer sales rep, marketing consultant, legal recruiter, H.R. executive intern and strategic planner and finally as an author and career coach. All of the skills I gleaned over the years prepared me for the career I have today which ultimately is my calling! I didn?t know that these steps would have resulted in me choosing to become a career coach: In fact this field wasn?t even in demand earlier in my career. The lesson one can glean from my story is that you can?t always know what career will be most suitable for you at the beginning of your career path. Also, be true to yourself, seek out your own identity and don?t let others define you. Your true calling can?t be revealed if you follow someone else?s path without introspecting if that path is one that matches your skills, interests, gifts, values and personal goals.
